The Hunger Prevention and Nutrition Assistance Program (HPNAP) and Nourish New York are two critical initiatives administered in New York State to combat food insecurity and improve access to nutritious food for vulnerable populations. HPNAP, managed by the New York State Department of Health, provides funding and support to emergency food organizations—such as food banks, food pantries, and soup kitchens—to increase the availability of wholesome, nutrient-dense foods. Complementing this effort, the Nourish New York program connects New York’s agricultural sector with food relief organizations, ensuring that surplus farm products are efficiently distributed to communities in need. Together, these programs strengthen the state’s food security infrastructure by bridging the gap between local food producers and individuals experiencing hunger.

WSCAH and our partners at the Roundtable: Allies for Food Access continue to advocate for expanded funding for these programs, with the aim of securing a baselined $75M for HPNAP and NourishNY in the New York State budget.
